Francis Bellido

President / CEO

Dr. Bellido has over 35 years of international experience in Cybersecurity, Healthcare and Financial industries. He was appointed CEO of Quantum eMotion Corp., (QNC.V) in January of 2020. He was the CEO of SoundBite Medical from 2018 to 2020 after he served as CFO from 2015 to 2018. From 2007 to 2014, he served in several top executive positions in large, medium-sized and start-up companies. From 1999 to 2006, he managed a $300M life science investment Fund (SGF-Santé) and produced several major winners: Cryocath, IDI-GeneOhm, Draxis, Medicago, Atrium, Axcan Pharma. He occupied several executive positions with Eli Lilly in the United States and Europe including Strategic Asset Director, Global Business Unit Manager and Head of Regulatory Affairs.

He was also the director of the chair of Management in Bioindustry at the University of Quebec in Montreal where he has held the position of Invited Professor at the School of Management for 15 years. Dr. Bellido has served as Board member and Director in more than 20 private and public companies, including at the present time Diagnos (ADK.V), Magneceuticals (USA), RegenLab (CH). He is a former member of the board of DSM Biologics Company Inc., one of the world leading biopharmaceutical CMOs. Dr. Bellido has an MBA, a MSc. in pharmaceutical sciences and a Ph.D. in sciences from the University of Geneva, Switzerland, and he has published over 40 original manuscripts and communications in peer reviewed scientific journals.

Edward L. Moore

Chief Technology Officer

Dr. Moore brings relevant business knowledge and a significant network, developed during his 40-year tenure in the software, semiconductor and cybersecurity industries. Early in his career, Dr. Moore founded ANACAD, which developed software technology for integrated circuit (IC) design. ANACAD’s products were adopted globally for their application in IC design and utilized by major corporations such as Daimler, Toshiba, and SGS Thomson. The company was eventually sold to Mentor Graphics.

Dr. Moore is currently President of Baystream, a company specializing in process automation and cloud-based solutions. Recently, Baystream developed automation solutions to deploy security-hardened systems to the Cloud that are focused on availability and compliance, strengthening its process automation offering and its key position in the market.

Marc Rousseau

Chief Financial Officer

Mr. Rousseau is the President of LVR Capital Inc. He began his professional career with Crédit Ford of Canada, where he acted as Director of Operations. In 2001, he joined the Business Development Bank of Canada as a Senior Business Development Manager, a position he held until LVR Capital was founded in September 2005. LVR is a consultation investment bank providing direct counsel to firms in their financing needs mostly for debt financing. Since 2005 it has been instrumental in providing close to 200M$ to numerous companies as well as being responsible for the restructure and turnaround of several firms. At the same time, he pursued a military career in 1981 to 2004 as an infantry officer with the Canadian Forces. He commanded the Mount Royal Fusilliers Regiment from 1996 to 1999 and served in Bosnia as a Plans and Policy Team Leader at NATO Headquarters in Sarajevo.

Mr Rousseau has been a director of the National Film Board of Canada, of Iscope Corporation and has chaired the board of the Quebec Society for disabled children. He serves on the advising committee of Pilote Groupe Conseil and of RealByFake and counsels other firms for their financial strategies. He is the President of La Fondation Les Fusiliers Mont-Royal and member of Corporate Connections. He holds a Bachelor in arts, Economics, from Concordia University.

Abder Benrabah

VP Quality & Compliance

Mr. Benrabah brings more than 25 years of broad and successful international experience in various industries (Medical Devices, Cybersecurity, EPC (Engineering, procurement, and construction), IT & Aerospace) with track records in establishing and executing business strategies. Senior management roles include start-ups and global companies such as CryoCath Technologies, PerkinElmer Life Science, Network International and recently Smith & Nephew where Mr. Benrabah led Global functions, establishing transformation initiatives including worldwide compliance and cost reduction programs.

His key strengths include track records in establishing and executing business strategies with focus in achieving results both Upstream (New Product Introduction: from R&D concept phase up to commercialization) and Downstream (Manufacturing scale-up and commercialization) for US, EC and Emerging Markets.

Mr. Benrabah is a Mechanical Engineer with a PhD in Materials engineering from École Centrale de Lyon, France and is a Lean-Six Sigma Master Black Belt.

John Young

Director

John Young is a cybersecurity expert with over 35 years of corporate experience, primarily in IBM's Cloud division, where he held pivotal roles such as Policy Architect, Cybersecurity & IT Operations CTO, and vCISO. His extensive career has also included key positions at industry giants like McDonnell Douglas, giving him deep knowledge and expertise in cybersecurity compliance, breach prevention, and IT operations management.

John has successfully protected IT operations and sensitive information from advanced threats during his tenure at IBM and McDonnellDouglas, positioning him as a leader in his field. His insights and experience are regularly sought after by major media outlets, and he has appeared as a guest expert on CBS News and Fox 5 TV, where he discusses emerging cybersecurity threats like AI voice cloning.

In addition to his work in cybersecurity, John is a prolific writer and educator, having authored dozens of articles and four books. He also provided a technical review for Ian Neil’s widely acclaimed CompTIASecurity+ 701 certification study guide and video course. Beyond his corporate and educational endeavours, John serves as a Senior Advisor for theInstitute of Cyber politics and is an AARP California Fraud Fighter, dedicated to protecting businesses, consumers, and vulnerable populations from the growing risks of cyberattacks.

John’s contributions to the industry have been critical to the continued growth and success of QeM, where his knowledge and extensive networks serve as vital resources.

Wayne Teeple

Director

Wayne Teeple brings relevant technical and business knowledge and a significant network, which he developed during his 30-year tenure in experience in the telecommunications, information technology/management (IT or IM) and information security systems. During his years in both the Canadian Military, as a Communications & Electronics Program/Project Management Officer, and in the Information Technology industry he has acquired experience in a wide variety of executive positions.

Wayne Teeple was the founder and CEO of Phirelight Security Solutions Inc. that was acquired in December 2018 by a large international company offering space and security engineering services and technologies. Wayne is currently one of their Cybersecurity Advisors. He holds a degree in computer sciences from University of Ottawa.

Tullio Panarello

Director

Tullio Panarello has served in several senior leadership capacities over the past 25 years in many High-Tech companies from the telecom, military, semiconductor, space, and sensor industries. His technical and market knowledge extends to the fields of lasers, optics, semiconductors, and quantum-based technologies. Tullio is currently Vice President and General Manager at Smiths Interconnect, Montreal, Quebec which acquired ReflexPhotonics, the company where he occupied the position of Executive President.

Earlier in his career he worked as Business Development Manager for PerkinElmer Canada before co-founding PyroPhotonics Lasers Inc., a company specialized in pulsed laser technology for material processing applications, of which he became CEO until he sold it to Electro Scientific Industries (ESI). At ESI, he occupied the position of Divisional General Manager for the Laser Business Division.

Bertrand Reulet

Chief Scientific Officer & Chairman of the SAB

Professor Reulet is a world leader in researching quantum and non-Gaussian noise. He has participated in multiple investigative projects and has developed innovations in experimental design, in particular devices to measure non-Gaussian noise or quantum noise dynamics. Mr. Reulet is Canada Excellence Research Chair in Quantum Signal Processing at Université de Sherbrooke, Director of the Transdisciplinary Institute for Quantum Information and Co-Director of the International Laboratory on Quantum Circuits and Quantum Materials, in collaboration with the Centre national de la recherche scientifique (CNRS) in France.

Before moving to Canada, he was the Research Director at CNRS in the Laboratoire de physique des solides at the Université Paris-Sud XI, France. He has also served as professor at the École Polytechnique, and spent four years at the Department of Applied Physics at Yale University.
